NADRA Tightens ID Rules to Curb Fraud and Child Trafficking

Pakistan’s National Database and Registration Authority (NADRA), under Interior Minister Mohsin Naqvi’s guidance, has enacted wide-ranging amendments to the National Identity Card Rules, 2002. These updates, approved by the federal cabinet, target fraud prevention—including child trafficking—and strengthen identity verification measures.

Key changes include:

  • Mandatory birth registration with local councils is now required before issuing a Child Registration Certificate (B‑Form)
  • Biometric data scaled by age:
    – Under 3 years: photo only
    – Ages 3–10: photo + iris scan
    – Ages 10–18: photo + fingerprint + iris scan
    Each B‑Form will now have an expiry date and will be required for passport applications.
  • Family Registration Certificates (FRCs) gain legal status. Applicants must declare accuracy of their data; FRCs must be updated for any unlisted family members. Men with multiple marriages must list all spouses; women can choose to display either father’s or husband’s name.
  • Enforced 30‑day resolution period: Authorities at all levels must finalize requests for CNIC issuance, confiscation, cancellation, or reinstatement within 30 days.
  • New non-chip Teslin cards will now include smart card features—dual language, QR code—at no extra cost. Individuals who voluntarily report incorrect information will receive legal protection.

Officials say these measures will save citizens and the government both time and money, while significantly tightening protections against fake identities and trafficking
