Karachi – July 1, 2025: In a welcome relief for Karachi’s electricity consumers, the National Electric Power Regulatory Authority (NEPRA) has approved a refund of Rs4.03 per unit in electricity bills for K-Electric (KE) consumers for the month of July 2025.

The decision, announced on Monday, is based on monthly fuel charges adjustment (FCA) for May 2025, during which fuel costs were lower than previously charged to consumers.


Relief Only for Non-Lifeline Residential Users

The refund will be applied:

  • In July electricity bills
  • Only to non-lifeline residential customers
  • Not applicable to lifeline consumers, agricultural users, or industrial and commercial sectors

According to NEPRA, the adjustment is part of its routine monthly FCA mechanism, which reflects changes in generation costs due to fuel price fluctuations.

“The refund is aimed at passing on the benefit of reduced generation costs to end-users in a timely manner,” NEPRA stated.


Financial Impact

K-Electric will reduce consumer bills based on:

  • Total electricity consumed in May 2025
  • Rs4.03 per kilowatt-hour (kWh) reduction applicable
  • Impacting millions of residential consumers in Karachi

The adjustment was finalized after a public hearing held on June 27, where NEPRA reviewed KE’s cost submissions and fuel usage reports.


Consumers Welcome Temporary Relief

Consumer rights groups have welcomed the decision, especially amid ongoing concerns over rising inflation, fuel tariffs, and frequent load-shedding in parts of Karachi.

However, they also urged for:

  • Long-term structural reforms in electricity pricing
  • Improved transparency in KE’s generation and billing practices
  • Investment in renewable energy to stabilize future costs
