Karachi – June 21, 2025: In a significant counter-intelligence operation, Karachi police announced the arrest of four alleged agents of India’s Research and Analysis Wing (RAW) during a raid in the Quaidabad area, recovering a cache of weapons and explosives from their possession.

Officials claim the operatives were planning subversive activities in Pakistan, with ties to previous attacks targeting law enforcement and public infrastructure in Karachi.


Details of the Raid

The intelligence-led raid was carried out late Thursday night by a joint team of the Counter-Terrorism Department (CTD) and local police, following weeks of surveillance.

Seized items include:

  • Maps and surveillance photos of sensitive locations
  • Digital communication devices allegedly used to report to handlers abroad

“We have concrete evidence linking them to RAW. Their mission was to destabilize Karachi,” said CTD DIG Asif Aijaz Shaikh during a press briefing.


RAW Network Allegations

Police officials allege the arrested individuals were receiving instructions from handlers based in India, with funding and logistical support aimed at reigniting unrest in Pakistan’s commercial hub.

The accused reportedly confessed to their involvement in targeted killings, past bombings, and facilitating sleeper cells across Sindh.


Background: Karachi & Cross-Border Espionage

Karachi, a city of over 20 million people, has long been a focal point for foreign intelligence interest due to its economic and strategic importance. In recent years, Pakistan’s security agencies have accused RAW of operating covertly within its borders, especially via local proxies and smuggling routes.

In 2016, the arrest of Kulbhushan Jadhav, a confessed Indian spy, remains one of the most cited examples by Pakistani authorities of India’s alleged intelligence operations inside the country.


Legal Proceedings and Next Steps

The four suspects are currently under CTD custody and are expected to be produced before an anti-terrorism court after further interrogation. Authorities are also investigating whether the group had links to local banned outfits or foreign-funded militias.

The arrests have triggered heightened security in Karachi and other urban centers, with intelligence agencies directed to monitor sleeper cells and intensify surveillance at entry and exit points.


Political and Diplomatic Implications

This development may further strain already tense relations between Pakistan and India, especially following recent cross-border diplomatic spats and military posturing.

Foreign Office officials declined to comment but noted that evidence gathered from the raid will be shared with international watchdogs, and India will be formally notified through diplomatic channels.
