Section 144 Imposed Across Punjab From Muharram 1 to 10 to Maintain Law and Order

Lahore – June 20, 2025: The Punjab government has imposed Section 144 across the province from Muharram 1 to 10 in a bid to maintain public order and prevent any untoward incidents during the Islamic month of mourning.

According to a notification issued by the Punjab Home Department, the ban includes gatherings of more than four people, display of weapons, pillion riding in sensitive areas, and the use of loudspeakers without permission. The decision was taken after consultations with law enforcement agencies and religious scholars to ensure sectarian harmony and public safety during Muharram processions and Majalis.


Key Restrictions Under Section 144

The following activities will be restricted or require prior permission during the first ten days of Muharram:

  • Public gatherings of five or more people without official approval
  • Rallies or processions not registered with district administration
  • Pillion riding, especially in sensitive urban areas
  • Carrying/displaying weapons
  • Use of loudspeakers without permit
  • Hate speech or sectarian content in public or online forums

Security Measures and Coordination

The Punjab government has directed all Deputy Commissioners and District Police Officers to strictly implement the restrictions. Security agencies will deploy thousands of personnel to monitor key areas, including routes of Ashura processions, Imambargahs, and other sensitive locations.

Special monitoring cells have also been established to track social media activity and flag any content that could incite violence or sectarian discord.

“The safety of citizens and sanctity of Muharram must be ensured. There will be no tolerance for law violators,” said a Home Department spokesperson.


Ulema and Civil Society’s Role

Religious leaders from different sects have been urged to cooperate with the administration. Coordination committees involving Sunni and Shia scholars have been formed at the district level to promote inter-sect unity and prevent misunderstandings during religious events.

Muharram, especially the days leading up to Ashura (10th Muharram), is a time of heightened religious activity in Pakistan. Historically, these days have seen sectarian tensions, necessitating preemptive security and administrative controls.

The enforcement of Section 144 is a common practice to curb mob gatherings, discourage hate speech, and prevent security threats during this sensitive period.
